Weekly Review No 163 (1944) At the 1943 elections citizens of Invercargill voted the return of licensed hotels to the city. But they did not go back to the hotel system as it exists elsewhere in New Zealand. Instead, the Government established a trust to administer the sale of liquor in the city and to promote moderation in alcohol consumption. This film shows the first steps in this experiment.
